    Penalty Charge Notice

    I have been issued a Penalty Charge Notice by Havering London Borough, no right turn the offence was 15/08/2019 the date of notice is 09/10/2019, is there a time period that these notices should be served, can I appeal on the basis the notice has not been served in a timely manner? is there a format of wording i should use for a letter? Some advice would be greatly appreciated.
