  • Incomplete Deed of Transfer is it legal?

My father made a will in 1992,
equal share to all four of us children.
in 1994 he signed a deed of Transfer to two of his sons. One brother signed but not the other. Neither my sister and I were included. My father died in 1995. I don't think it went to the Land Registry office as it was not competed and has not been update on line. Can you tell me if it is legal that both brothers own 50 percent own the property. Any advice would be much appreciated.
