NCP penalty charge - just fishing?

I recently received a Penalty Charge Notice from NCP - on the basis of overstaying. Very fortunately, I paid by card and also still had the original parking token - so had cast iron evidence that this was incorrect and that I had paid more than enough for the time parked. It was cancelled on appeal. However, give how clear-cut this was, it makes no sense that this charge was issued and if NCP issue enough such letters then I am sure many people will pay up. I would like to make

It is not a Penalty, it is an invoice for an alleged breach of conditions that the driver agreed to abide to.
