Two months later the police e still have my car but how can they seize it when they have no proof that I tampered with the clamp?

The issue is whether the vehicle was, in fact, seized by the bailiff.
That seizure could not lawfully have been carried out, unless the bailiff had the authority of the court to do so. Whether the vehicle was clamped or not is irrelevant to that.
If the vehicle was unlawfully seized you have a right of action in damages for trespass to goods. – Torts(interference with goods) Act 1977
So, the question to you is: Was the vehicle unlawfully seized?
You are entitled to see the authority of the bailiff to seize the vehicle.
