Freedom of information

Hello, I am trying to get a copy of my late fathers file from his care providers but they have refused to acknowledge my requests. The council who commissioned his care are also being obstructive in providing the same information as they are in the process of dealing with my complaints of neglect. Please can anyone advice the best route to obtain this information?
