If an estate has been distributed, and a beneficiary then decides to persue a PPI claim on behalf of the deceased, is the Executor obliged to sign the paperwork?

I see your dilemma. It seems to me that you either remain as executor, in which case you remain responsible for gathering in the assets and distributing them and making a new "final" account. or you stand down as executor, leaving it to others to sort this out.
Wills and probate is not my line, so others with more expertise in this area might advise you better, either on here, or perhaps a short consultation with a specialist lawyer, might be worthwhile.
