My ex-gardener stole tools from me. He was interviewed by police but lied and they are not prosecuting "for lack of evidence", though the police's victim support letter refers to me as "victim of crime number ### - theft".. What actions are available to me for recovery of my items?

Sue someone on the civil courts or complain to the police about their lack of investigation.
