welcome finance/Aviva

I was sold a ppi with car finance in 2000 on my documents it says that my insurance provider is Aviva but they won't accept responsibility and pay out the ppi that i'm entitled to is anyone else having this issue?

My complaint is at the FOS but they seem to be listening to Aviva, who are the underwriter for welcome finance who gave me the credit, Aviva don't want to accept responsibility. It seems that they are passing the buck blaming the car dealership who has gone out of business. Is anyone else having this problem?
