Lead passenger withholding travel tickets

My son booked a holiday with friends. He has paid in full. The friend is the lead passenger and after a falling out has now refused to contact the tour operator for a partial refund or provide him with travel tickets so he can still use the holiday

The tour operator will only deal with the lead booking name, but that name acts as your agent, so, via that route, you are entitled to a full accounting from that name.
