  • Execution of warrant

Hi there, i have recently spoken to an advisor from e-on saying that they are executing a warrant to install a pre-payment meter. when i spoke to the advisor i explained that i was at work but would be happy to let them in the next day as i would be at home so i would be able to clear the top of my cellar so they can get to down to install this and i can move my kitten to a safer location in my property. The advisor stated that they would be exectuing the warrant regardless of whether i'm home or not. When i arrived home i walked in my living room to find my kitten not there as she was hiding and shaking behind my dryer and a box with some personal items in was open and down the cellar steps. I have had no conformation of when they would be arriving at my property apart from a phone call 15 minutes before.

can they legally enter my property with a locksmith if i'm not at home or if my landlord isnt present?
