I have received 6 parking tickets from Highview Parking and they are all issued a month later from the date of the incident. I read from your thread that they should have sent the PCN 14 days from the incident according to the Freedom Act laid down by Transport of London. This has clearly not happened. They have rejected my appeal. Please advise.

If there was no windscreen ticket then, to be able to hold the keeper liable they have to deliver the Notice to Keeper within 14 days. With windscreen ticket they must deliver the NTK between day 28 and 56.
Where does Transport for London come into this?
Have you identified the driver? Simple Yes or No please.
Of course they will reject your appeal, there is no money in accepting Appeals.
Post up a sample Notice, front and back, redacting identifying details but leave dates.
