  • Parking Penalty notice by Hounslow Council for parking on pavement.

Argyle Road in Hounslow is an 'odd' size Road. On this Road there are often cars parked partly on pavement as the width of the road is 430 cm without the pavement. A family car has an average size of 155cm parked fully on road would leave a space of 275 cm. A fire engine has width of 255cm without the mirrors ( figures on GOOGLE). Thus it's very very difficult for emergency vehicles or lorries to safely use the road if cars are fully parked on the road. Searching on GOOGLE MAPS STREET VIEWS shows all cars parked with two wheels on pavement. Many of the residents have told me that they are allowed to park on pavement. In 2010 a resident appealed against parking on pavement and received a letter stating that this Road meets the criteria for foot way parking. However the same letter advised that sufficient space should be left for wheelchair users. I have a copy of this letter. Please note that Hounslow Council has outsourced this service to SERCO. My car, from the photos posted on line by the parking notice does show I have parked closely to overgrown bushes. Rest of the road was fully taken up by cars parked on footpath and pavement. Did these get tickets? I have been taking photos daily. I have evidence that vans and cars parked at the same spot as I did do not get tickets. This Road is walking distance to Hounslow BR station and often used by people to leave their cars to go to city to work. The Hounslow Council have not made any attempt to put signage to allow cars to be parked safely and legally so as to allow access to emergency vehicles etc. There are other roads where cars park with two wheels on pavement and do not get tickets e.g. Hanworth Road close to Argyle Road. I live walking distance of Argyle Road.I have till Wednesday 3rd April to appeal to meet criteria to pay half fine of £55. Could someone advise please?

My Parking ticket was cancelled on appeal as the Hounslow Council's parking and safety department had designated this Road for foot way parking as long as there is enough room for pedestrians and buggy users. The Council had, now, informed the outsourced Enforcement team and the Council is likely to signpost for such purpose. I have asked the Council to look into the extent of parking Penalty since Feb. 2010 and find a fair and just way to deal with those who were genuinely caught by incorrectly assuming it was OK to footway parking on this Road. I would not want anyone to think it's OK to footway park following my successful appeal. This is a unique situation due to the width of the road and commitment made by Council in Feb 2010 to do something to alter the road signage etc.

            Well done you.
Once again it shows a stark contrast between penalty charges, where the authorities tend to make sensible decisions & listen to mitigating circumstances, in comparison with private parking regimes that will endeavour to enforce the most trivial of alleged contraventions, & will aggressively pursue them to the death.
Anyone might think they themselves are perfect.
