Executor to Sister's estate

Hi My brother and I are executor's to our Sister's will and she left just under Ł4k to each of her 9 grandchildren. We've been able to settle 7 of them, however, 2 of them are minors and live in Norway. There's nothing our bank can help us with and we can't pay the parents the money to hold for them until they're old enough. Hope somebody can advise. Many thanks
