I have received a letter from bw legal re FAILED TO MAKE A VALID PAYMENT

I have received a letter dated 4th Dec from bw legal re FAILED TO MAKE A VALID PAYMENT
I made the payment when I parked my car however I only entered half my registration number.

This was back in January 2017 and only now have they informed me that my appeal has been turned down.

Because they are pursuing a claim of non payment I am not prepared to make this payment as I did legally pay for my car par.

I believe they are trying it on and am not prepared to make a payment now of £160

Please can I have some comments on this

So can we have the full story please. The driver parked the car, paid and entered a portion of the registration number. Nothing more was heard about this matter until now. What was the appeal that was made?
