Can anyone give me some advice regarding pcn’s received? I have received 3 letters today advising me I have a pcn over 3 different dates- it doesn’t say the amount the fine is on the letter but to contact Debt Recovery Plus Ltd. When I have called them they have advised that I have 27 tickets outstanding totalling £4250! The car park in question is opposite my work however I have a designated free bay I use in work. Though I am the registered keeper I car share and another individual was using my car 2 days a week on a temporary basis. Because I’m in Scotland apparently I don’t need to disclose who was the driver and this is something I don’t want to do though obviously I’m furious with them. But what I am wondering now is what’s the next best step? Because of the amount they could take me to civil court however it genuinely hasn’t been me parking there. I’m not sure whether I should also write to them explaining I wasn’t the driver. When I spoke with them on the phone today they were quite threatening and ended up hanging up on me when I asked for a breakdown of dates and charges, saying if I wasn’t going to pay why would they provide this. Although I called them I made it clear I wasn’t the driver.Anyone recommend best next steps? CAB haven’t been very helpful.

If this is a letter that appears to be from a solicitor but then asks you to pay DRP then it is a letter from DRP using a "borrowed" letterhead. If it's DRP then just ignore as they are mere debt collectors and can do nothing

Not recommended to phone them, you could let slip information that could be detrimental to you.

So this is all in Scotland? If so then the Protection of Freedoms Act does not apply in Scotland and they cannot hold the keeper liable if they don't know the identity of the driver, hence the "do not phone" in case you let slip who could have been driving. They have a recording of the phone call, you don't.

If it was a solicitors letter then write to the solicitor on the letter head and refer to their reference number and ask for details of the alleged outstanding invoices charged to you. Tell them that their silence on the matter will confirm that they have no case. See what comes back. First class post with free certificate of postage from a post office.

P.S. these are not fines, these are merely speculative invoices.
