My partner and I both received parking notices on separate occasions but in the same NPS car park and we both did purchase a ticket . People told us they weren't legal and should ignor them. Next we received a final demand which we ignored too. Today we received a Notice of debt Recovery letter saying we now owe £160. We rang dcbl which is the debt company to see if it was legit and they said yes and we needed to pay it or we will incur more costs. So today we played them for 2 tickets and a grand total of £320. Is this legal ?
