  • Letter over parking fine

Hi i need a bit of help i was parked at the local shop i looked but could not find a parking metre the notice says pay by phone however i did not have a phone at this time. A letter came giving me a fine. I wrote a letter back. Then the court wrote one back. I wrote a letter and sent it to the wrong people stating my case. The court have sent me a letter of judgement is there anything i can do?

My purpose for disputing the fine is if they are meant to be managing a carpark within a shopping court then I believe they should be installing paying meters to be able to pay there and then rather than expecting shoppers to be forced to just use a phone.
