Premiere Parking Solutions - Parking Charge Notice - Bit harsh

Hello just looking for some help with this charge notice, bit of back ground we went to this car park tried to park but were prevented from doing so by a group of louts who had taken up residence in the car park and were jumping into the nearby dock and basically they were not giving up the space they had dumped all their stuff in, we thought better of it and decided to leave and find somewhere else. We spent all of 13 minutes in the car park and did not even leave the car but still got this in the post suffice to say I am livid! Some people tell me not to ignore others to ignore all together, any help would be much appreciated. photo attached.

Where's the second page? That page has no keeper liability.

The period of parking is the time beetween the camera shots, taken while moving and therefore incorrect

Sorry been messing with this site for too long now trying to get it to upload, long and short of it they dont know who the driver is and want me to confirm and pay the charge. Then offers payment details.
