Can anyone offer me some advice?

My motherinlaw was paid 1572 funeral payment for my fatherinlaw from the dwp. this was paid 19.11.2014. It was revoked 16.03.15 without any notice or advice from them. She was terrorised then my funeral directors court letters dwp tribual papers. At the age of 83 british citizen recently widowed and in the later stages of cancer. Dwp admitted Ice Upheld and yet PHOS are dismissing!!!!!
