I have a vehicle on a 48month HP and have paid 29 payments, the Termination says £17693.81. Does that mean I cannot VT until I have paid that amount, working on my monthly payments that will take me up to 45 months which is only 3 months short of the full term!

No you can terminate at any time during the agreement before the final payment is due.
