You can't, each cae depends on the circumstances. Remember that you are the keeper and not the driver. Modify your first post so that there is not a hint of who the driver was. Use "The driver......" etc.

Post up the Notice to keeper you received.

My scanner has stopped working!. No terminal to sign in at. As health centre was closed, not able to obtain a permit, so denied the opportunity to comply with 'their' rules. I was not driving the vehicle at the time.
