Parking at premier c park w bassett

Hi i parked my car in premier car park w bassett wilts 23 rd feb 18 for 15mins i was with my wife we never got out car as we are both disabled as it was for a short time as of mot was at 10 am in bassett garage i waited as of was full at mot to park early i had my blue badge up i got a ticket for 100 pou d for parking i appealed and they said no as i did not get a 30 min ticket for free 30 mins i have to pay 60 pound i have looked a lot at this site by saying about the car park has not planning permition for cameras and signs if this is true and they dont have i a chance on further appeal can anyone give me there thoughts etc please thanks veccy07
