This afternoon two balliffs acting on behalf of the council walked straight into my house and started unplugging items. They had no paperwork only a PDA. When I asked if they had a high court writ they just kept repeating they were enforcement agents. I asked them to leave and called the police. They put the goods they had unplugged down in the hall and said they would be back later as the van wasn't available. They had ID badges from JBW Balliffs but nothing else. I felt very intimidated where do I stand.

Bailiffs at your door can generally be ignored or sworn at. But you'd have to make sure that they are not allowed to force entry to take 'their' goods. I'm guessing there must have been some notification by letter, so if they said they were going to take possession of goods in a letter then they may be legally in the right to force entry to get them. There's going to be more certainty if you search Google - sorry I'm unsure - but If they haven't got a locksmith with them that isn't going to happen - because they can't just barge in through a locked door.
As an aside, it appears that TV Licensing's executions of warrants of entry never come with the locksmith option, or if they do they never bring one. As far as I know.
And as another aside: I don't believe any warrants of entry (from whomever) provide for video recording in your premises. The law does, however, provide for a right to privacy, which you can insist is respected - by force if necessary, I would think. But you, of course, can video record them all you like. This is just one more way to be difficult if you have to be. Or if you just enjoy it. -
