Who would be the best person to speak to if as a victim of a violent assault you thought a Police Officer was going to manufacture charges against the victim, by coercing a witness that was also one of the perpetrators of the violent assault? (Multiple attackers involved)

I would guess your own solicitor to start with.
Coercion by the police is far too common to be ignored. The public tend to hear only of the major cases (Birmingham 6, Guildford 4) but there are many other instances.
The police have their own values and attitudes, virtually their own culture. which binds them together with loyalty to each other and a wariness of outsiders, and this will IMO make it difficult to report it to the police themselves with any confidence.
You could complain to the IPCC yourself, but I just feel you'd be better off going through a solicitor.
As a matter of interest why do you think this particular officer is going to take this path?

I don't have a solicitor but I will take the advice of one tomorrow if I can get to see one on short notice.
I can't go into detail just yet but a scenario is building that should not be allowed to happen and I needed to know where best to go try and stop it before it happens.
