I 'bumped' into this issue recently (no- that is not why I was away from the forum for a while, before you ask! :tung.
Apparently, prisoners on IPP/DPP have to convince the Parole Board that 'something' has occured in prison which has rehabilitated them.
Usually, this would be something like entering/completing a special programme aimed at addressing their particular 'problem'.
All good?
Unfortunately, due to lack of resources, facilities are sadly lacking, creating a 'Catch-22' - no programme = no evidence of attending programme = no parole!

There are hundreds, if not thousands, of young people who are in prison with , what are effectively, life sentences.
Some, sadly, find an alternative 'way out'.
