Firstly, if he left his ipad in a cafe it is his loss not the cafes.
If the ipad was stolen he would have had to have reported it to the police and obtained a crime number. It was not stolen, it was as you say a scam but no insurance company is going to pay out as it was not the fault of that establishment.
Most cafes, restaurants pubs will have a notice up stating that they are not responsible for any losses ocurred.
In this case the cafe was closed for renovations so the scammer had egg on his face.
Giving someone your insurance details which should be on public display anyway is not an admission of liability.
