No record in magistrate's court of liability order

Why is it that there is frequently no record of an issued council tax liability order in the magistrate court's records? There is a phone call recorded on youtube where a man is informed by the magistrate's court that the 'council is given use of a courtroom and they do what they have to do and no record is kept by the magistrate's court.'?
