    Hi, my boss has received a fine from civil enforcement ltd for parking in a permit holders area in a pub/hotel car park - there was no signs advising him of this and no where for him to enter his registration number or pay - where do we stand with this please?

    So he appeals against the charge as there was no signage that could have created a contract. It sounds as though any alleged signs may have said "permit holders Only" in that they are forbidding parking and therefore not offering parking to non permit holder, Forbidding sign, No parking contract, no breach of contract possible.

    Lets see the redacted Notice and get some photos of the signs and location of possible. Redact the personal and identifying details from the PCN but leave dates.

    Complain to the hotel that their customers are being penalised and demand that the charge is cancelled.

    Is this a hire car by any chance?

    P.S. This is not a fine, merely a speculative invoice for not complying with the terms on the sign.
