That is the Office Of Fair Trading in Scotland or the consumers organisation in Scotland. Hadn't realised that the Office north of the border had only been opened a year.

      1. The Office of Fair Trading opened its office in Scotland last March to strengthen further OFT links with Scottish businesses, consumers, other enforcement agencies and policy makers. The office in Walker Street in the centre of Edinburgh, provides a permanent base for Kyla Brand, the OFT Representative in Scotland.
      2. The OFT has responsibilities throughout the UK and devolution has given the Scottish Parliament powers to change the law in areas that affect the operation of markets. The office in Scotland looks to develop and diversify links with the Scottish Executive and other key partners, including Scottish media, who can promote fair markets and consumer welfare. OFT in Scotland will also be ensuring that OFT in London is fully informed on issues in relation to Scotland.
      3. In the past twelve months the OFT has been involved in high profile work in Scotland including the 'Save Xmas' campaign following the collapse of Farepak, recommendations regarding alternative business structures for the Scottish legal profession, Scams Awareness Month in February and ongoing work regarding personal current accounts.

The three points above were the notes from the press release.
