Hi my husband received a letter from Mortimer Clarke saying they have been instructed by citifinacial to apply for a charging order for a credit card debt from 2006 but Hillesden securities already have a charging order for this debt but in their name not citifinacial. We have no idea what is going on. What should we do.

Mortimer Clarke solicitors mostly work on behalf of Marlin or Cabot (who own them). Your thread title is MElll which may be a clue
Is there a possibility that Hillesden have assigned the debt to Marlin?
If that happened then they would instruct Mortimer Clarke solicitors to ask Land Registry to transfer the charging order into their name. You wouldn't end up with two COs.
Can you post up a copy of the letter (with your husband's personal details removed) or type out what it says on this thread. Otherwise I'm boxing in the dark.
