On the 10th December I was returning from a business trip from the west country In foul weather and driving rain, we stopped at the service station at Popham on the A303. Unable to park in the bays outside the service station, we moved on a little and saw what looked like a Little Chef ( actually we have subsequently found out it is privately owned. but still in the familiar red of the Little chef). . The car park was empty apart from one car at the far end. We glanced at what we though was the Little chef and thought it was closed/empty as there were no lights on inside On entering the parking area behind the garage, we ran back around around 50 meters to the fuel station to use the facilities and grab a coffee: we did not see any signs saying it was a private parking area and that we would be charged, and in such appalling weather we did not stop to look around.
To my surprise on the 23rd December I received a PCN from Premier Park saying I was being charged 100 Pounds for parking for 16 minutes, but if I paid within 14 days I will only be charged 60 pounds
The letter stated I can appeal and I sent a letter, via e mail on the 4th January 2016, explaining the situation and my honest mistake in parking in a private area
I received a reply with 24 hours not accepting my appeal and that I must pay the fine
I have looked at various forums etc. and seem that other people have had similar problems, even those who have used the Popham Diner!
The reason they have a penalty charge is because of the number of people wanting to use the diner and cannot park! As I previously stated there was only one other car in the parking area and the thought that crossed my mind was that it was one of the staff in the garage parking there to allow the limited parking on the forecourt to be used by people using the facilities in the garage.
The forum also stated that a number of people had been given 15 minute grace and according to the PCN notice I was there for 16 minutes!
can anyone offer any advise on how I proceed?
