  • Baliffs clamping car

Baliffs attending my daughters property today and clamped her car. It is in connection with a parking notice ssued by local authority. She had no parking ticket on car and was unaware of this.
all correspondence had apparently been sent to her old address, she moved 4 years ago, so had no notice.
Baliff wanted full payment or he would take the car debt 400 car worth 2k , refused to accept payment plan turned up on saturday evening said traced car by ARN. Is this allowed when she had no knowledge of this debt?

I assume the Bailiffs were High Court Enforcement Officers with a live writ in which case they are duty bound to enforce it
