Interesting , would be quite helpful if the defined learning providers
I would suggest that some of the reasons are
The insistence in league tables which has involved a shift of goalposts - certainly in FE
Huge cuts in public spending , again particularly aimed at the FE sectore
Lack of investment from the private sector
which may be caused by
The disaster that it Brexit with the muppets who are actually trying to sort it out
