    There are already good rules in place, but there just not enforced. theres minimum property standards that are hardley ever enforced against private landlords but enviro health and councils legal deps dont do anything because of the condition of some of the social housing. I think they can also ban someone being a landlord ( might be wrong there, think councils can in there area ).

    Also, i dont like lists, because i dont trust public servants not to use them to there advantage

    Build properly cheep houses , Landlords then have competions over tenants ( crappy houses stay empty ) , its called market forces and its how our country USED to work,
    crazy council ( as in local council,NELC ) as a member of the public, i don't get mad, i get even
