    If you have any sort of problems with bailiffs. I can help you as i am a self proclaimed specialist at dealing with them. I am hopefully going to start a degree (law) from october.           I would also mention that the term 'penalty' also implies a criminal offence & is therefore unlawful when applied to a decriminalised parking ticket.

          I have challenged a parking firm on this & when asked to provide the proof of their statutory powers to impose a penalty/fine they of course failed to do so.

          At the same time I also told them that to imply they had such legal powers is in itself a criminal offence - with that they backed down
