Iam not sure if this has changed from the old CCCS days but if you are in a situation where essential out goings before any debt repayments is 0 or negative then you will not get a reference number. In the past they have only negotiated for people who have a small amount of cash left over to offer as repayments. If you can only make a token payment they would only give advice
