    Social landlords will be required to co-operate with local authorities in helping prevent homelessness under new legislation in Wales.

    The Housing Bill, which was introduced to the Welsh National Assembly on Tuesday, will create a new statutory duty for local authorities to prevent homelessness if passed.
    Simon Inkson, a housing consultant who is preparing a report on homelessness for Community Houing Cymru, said social landlords will be legally required to co-operate.
    ‘A key aspect of the bill is section 78, which requires housing associations to co-operate in the discharge of this duty,’ he told delegates at the CHC annual conference in Cardiff.
    They will be able to ‘get out’ if this duty where requests from a council would be ‘incompatible’ with an organisations function, or have adverse effects financially.
    The bill’s focus on prevention is likely to see increased investment in supporting people budgets, Mr Inkson said.
    It will also allow local authorities to house those at risk of homelessness in the private rented sector, rather than just social homes.
    ‘I think we will find that is how many people’s needs are met,’ he added.
    The duty will kick in where someone is at risk of becoming homeless within 56 days, and requires local authorities to take action to prevent it happening.

    If its like most of the other things the welsh assembly do it wil cost a lot of money for very little in return for the homeless.
    Look how well they are doing with the Welsh NHS but remember they got a lot of nice new offices and an airport but a 20th century country in the 21st century

      This is only one small part of a fairly comprehensive attempt to deal with a lot of problems in the housing market, and has just been introduced to the Assembly.

      The key purposes of the Bill are to:

      • Introduce a compulsory registration and licensing scheme for private rented sector landlords and letting and management agents;
      • Reform homelessness law, including placing a stronger duty on local authorities to prevent homelessness and allowing them to use suitable accommodation in the private sector;
      • Place a duty on local authorities to provide sites for Gypsies and Travellers where a need has been identified.
      • Introduce standards for local authorities on rents, service charges and quality of accommodation;
      • Reform the Housing Revenue Account Subsidy system;
      • Give local authorities the power to charge 50% more than the standard rate of council tax on homes that have been empty for a year or more; and
      • Assist the provision of housing by Co-operative Housing Associations.


      And Wales, if you think it will serve no purpose, may I ask if you made any effort to respond to the White Paper and help develop the Bill? or are you one of the apathetic majority who sit back and criticise and complain without making any effort?

        I moved out of wales because it was the most backward county I have know I think im right in thinking you live in Ceredigion.
        But you have a nice assembly building there bronglais hospital was going downhill fast.

            You are welcome to stay if you can improve it good luck I did not run away I came back to a country where the health of my disabled wife was a priority you stay there and try to fight to corrupt system in that area and all the other things that keep it in the dark ages .
            Icould write pages about our life there and all the racism and prejudice we were subject to.

              There is a new housing bill regulating the private rented sector going before the Scottish parliament, I will start a new thread and post links ot the proposals - I think they are better than these as a duty to 'co-operate' sounds rather vague, it will be hard to tell if an organisation has complied and there could be a lot of litigation as a result.

              The Welsh legislation does not seem well drafted.

                Hi Wales,
                I trust your wife is now receiving the treatment, care and support she needs.

                Yes, we do have problems in the NHS in Wales, but I hear rumours of problems your side of Offa's Dyke.... ministers trying illegally to shut hospitals; possible creeping privatisation; excessive death rates in some hospitals...

                I know from some of your other posts you are a plain speaker and call a spade a spade, but IMO it would be wise for any incomer seeking acceptance in any community, to refrain from displaying any arrogance or signs of superiority. It certainly will not help acceptance of the incomer if he is derogatory of his hosts

                  I never ever thought I was superiorer to anyone as you will see from my user name I am half welsh I was accepted by many most of those were infact very welsh but respected others I never tried for or expected acceptance in the community I just lived my life without the need for others who had no wish to be friendly I still do back in England.

                      I was never at war with you des I argue with everyone I have no malice in me as you say I call a spade a spade I know what people are are like and how those will power like politicians bailiffs DCAs act for them selfs only.
                      They few people I was friendly with some were the nicest people you could meet one in particular a multi millionair farmer would do anything for anyone at anytime if you meet him as you may have he looks like a tramp but has a heart of gold .
