    David Cameron says move will help people get work, as welfare minister comes attack in Lords on reforms
    People claiming jobseeker's allowance who do not learn English will lose some benefits, under plans announced on Tuesday by the prime minister.
    The plans are likely to affect 60,000 people, many of them Bangladeshi women who have not learned English.
    JSA claimants will receive free English language courses, but if they reject the offer, they will lose their benefits.
    David Cameron made the announcement as the welfare reform minister, Lord Freud, came under attack in the Lords during the second reading of the welfare bill, with many peers expressing deep concern at the impact of the reforms on disabled people. The planned benefit cap for those out of work came under special criticism.
    With the government facing defeat on a range of specific proposals through the autumn, Freud hinted at concessions without giving details. He acknowledged that many social housing landlords are concerned housing benefit will no longer be paid to them, but instead to the claimant though the new universal credit – designed to merge tax credits and benefits for those out of work or on low pay. He promised safeguards for landlords and their lenders.
    He also promised to listen to concerns at the way the mobility component of the disability living allowance was being cut for those living in residential care and said he would take this into account when designing its replacement – the personal independent payment.
    He also acknowledged concern from cancer victims that they may find themselves struck off the new employment support allowance after one year, saying he had received recommendations on the issue from Professor Michael Harrington, the official reviewer of government's disability reforms.
    Freud also disclosed that he was writing to all employment support allowance recipients this month to reassure them over the reforms.
    He acknolwdged that ministers had not yet published how universal credit will absorb the current £2bn childcare support budget, an issue that peers regard as critical to their support.
    Defending his benefit reforms, David Cameron said: "We're saying that if there's something you need to help you get a job, for instance being able to speak English and learn English properly, it should be a requirement that you take that course, do that study in order for you to receive your benefits."
    MPs have also agreed to debate the withdrawal of benefits from convicted rioters after more than 100,000 called on MPs to discuss the issue on the the government's e-petition website.
    They will also debate the Hillsborough disaster documents release after calls from 100,000 people on the same site. It is the first time the public has been able to shape the agenda of parliament so directly.
    A debate on the full release of documents relating to the Hillsborough football stadium disaster will be held in the main Commons chamber on 17 October.

        WHAT!!!!!!!

        So the tax payer has to now also pay for them to learn english as well as pay for their benefits

        Might as well just hand over our pay packets too while we are at it

        I'm sorry but in my opinion that is disgracefull

          never mind their benefits stop them working as well

          Patients have told how they are being forced to use sign language because hospitals are employing foreign nurses who struggle to understand English.
          One nurse mistakenly handed out a trifle with nutty toppings to a patient with a nut allergy because they did not understand warnings in his medical notes.
          Some hospitals have resorted to sticking pictures of syringes, blankets and other medical equipment on the outside of cupboards – rather than having written lists – so all nurses know where to find everything.

          Frustrating: But a breakaway in communication can also be dangerous

          Language barrier: Fertility expert Lord Winston has warned that nurses who cannot speak English pose a grave danger to patients (picture posed by model)
          The examples have come to light a day after the Daily Mail revealed the grave concerns of Lord Winston, who said the poor communication skills of some Eastern European nurses was putting patients in danger.
          The world-renowned fertility doctor expressed particular worries over nurses from Romania and Bulgaria who had been trained in a 'completely different way'.

          Clear communication: Lord Winston said nurses must be able to understand their patients
          Nearly 3,000 nurses from EU countries registered with the Nursing and Midwifery Council last year, a rise of 38 per cent in just 12 months. They made up more than one in eight nurses who registered to work in Britain.
          But strict EU rules mean that the NMC is banned from carrying out any checks on their English or competence as this is deemed to restrict the 'free movement of labour'.
          Since the Mail's front page story yesterday, dozens of patients and NHS workers have got in touch to express their own concerns over nurses' inability to communicate with those in their care.
          One man who had recently been treated in a hospital in Manchester said he had resorted to using sign language.
          Another described how a foreign nurse mistakenly gave him a trifle with a nut-based topping – despite his wearing a medical bracelet stating he had a peanut allergy, a fact which was also outlined in his notes.

            Never mind using money to learn them english,
            use that same money to heat our pensioners that have, worked hard all their lives and paid their taxes all their lives in this counrty, but yet they struggle to keep them selves warm in the winter, because of the amount it costs

              Absolutely. How can people who cannot speak the language, or understand it, be allowed to claim JSA anyway? JSA is JOB SEEKERS allowance. How can anyone with no grasp of the language be classed as a job seeker, when there is virtually NIL chance of securing employment due to the language barrier? For any job there is a need to be able to understand and take in instruction, let alone health and safety implications, such as mentioned above, for the unsuspecting people who these non-English speaking//understanding persons are unleashed upon.

                We must not discriminate against foreigners and Welshmen.

                      I'll put it this way, I don't think any other country is as lenient and as giving as we are to foreigners and IMHO it doesn't make us special in any way shape or form. rather the opposite.

                            How is that the opposite of being "special"?

                            Would you deny welfare benefits to people who do not speak English or just to foreigners, regardless of their fluency in English?
