    The article confirms what we know, ie that the problem of the FSA Waiver was that the definition of hardship and what it means as a measure. The liberal interpretation could suggest any change in circumstances could mean hardship. The conservative interpretation would be people on benefits who are being charged taking them below the level of poverty, which I think Gizmo otr, spoke about. It is confirmation of what we know is a big issue. WHAT IS FINANCIAL HARDSHIP? what factors have to be in place to make the definition?
