That is not the whole story. Apparently a spokesman for the police force involved stated that “An individual was seen throwing papers on the street. When he was approached and spoken to about it, he recovered the money he had thrown away but repeated his actions with the papers. He was therefore ticketed.”

It seems that Mr Littlejohn has been somewhat economic with the truth.

Well they would say that wouldn't they otherwise what excuse would they have just like the do after thay have assaulted someone, accuse the victim of assaulting them thereby justifying their own reprehensable behaviour - Don't forget a copper viewing cctv saw someone kicking out at a bunch of flowers & wanted to charge the miscreant with assualt for gawda sake - So nicking someone for dropping their own money doesn't surprise me in the slightest
