How DO they get away with it.
THey have a system that works but will probably need upgrading in 5 years so they're gonna scrap that and develop a new one.
They thought the timescales were a bit tight anyway (but they have met them, then scrapped the system).
Soooooooooo
They want a new system, won't be ready by 2008, will be full of bugs and will have to have a prolonged testing period.
Sooooooooooo
Why don't they implement the system that works now, develop the new one in the background, run with the old one until the new one is ready (gives them 5 years), then implement the new one when they're sure that works too.
Ah sorry, that would work to our advantage, not theirs, how silly of me.
