How much of an Estate can the family keep

My late mother has outstanding care homes costs in Wales and Scotland of £ 24,000 and she has a flat which will only sell for £ 33,000, I thought her estate would be able to retain at least £ 19,000 of the house sale, if my mother was still alive the care costs would stop once her funds got down to £ 19,000 am I all wrong in this assumption.

She was in Wales and we moved her to Scotland for the last year of her life but she did not receive free health care in Scotland as she was still registered with the Welsh health Authority.

Would welcome any advise on this matter

I'm sorry to hear of your bereavement, I personally have no idea about Welsh and Scots law but I will bump this and flag it up so hopefully someone with knowledge will be able to help you.
