Inheritance tax

Hello, if a homeowner gives her house to 3 children (including herself) so there are now 4 owners in October last year using a TR1 form from Land registry(, given for the love of her children) the homeowner dies but it seems the TR1 was never sent to Land registry by original owner, can this now be sent after death, also would IHT be payable on the property (estate worth over £325000)
