Advice needed on executors role and wills

1. Can an executor of a will not tell a beneficiary of a gift left in will for over decade after probate? The gift was to be paid after the spouses death which was over ten years later hence the delay.
2. Can a trustee of a will making a substitute will increase the value of a gift left in a will?
