Pestering phone calls

Can I charge those who call me after warning them I will be setting a charge?
I keep getting phone calls asking for a certain someone, which is the same person being asked every time. I will next time ask the company name.

we have a BT phone (from Argos) which asks unknown callers to leave their name - we then hear their name and can accept or reject the call. It has got rid of all the unsolicited calls!
