I would ask the Council why they changed the gas bill for a non existent meter to your MIL?
Interesting to hear the answer presumably as there is no meter there are no gas appliances present another thing to put to the Council and BG

If the gas meter was not removed by the company suppliing the gas then the meter will still be registered on the national database xoserve ,which all companies use .
And this could be a fault of the national database and not the supplier .
The database states the meter serial number the property it is in and the supplier,the supplier will use this to bill the property.

Not the fault of the Consumer then how is Mr normal to about xoserve?
