    The flat in question is a leasehold. The heating system is an ECODAN Air pump with an external air in take fan on the roof of the property. The fan was always there since the property was built. Access to the external fan is via an AOV (hatch) which needs to be opened by an electrical engineer to open it so that service engineers can service the fan. The managing agents are are now charging me for the cost of the electrical engineer. Are the managing agents allowed to charge tenants for the access to their utilities. It seems that this should be part of their general service. Note there are air pump intake fans for other flats also located on the same roof.

    It is likely that under your lease you need to contribute to these costs in one way or another. Have you discussed this with the managing agent?

        I am surprised you say an electrician is needed to open the vent. Normally these are controlled via the intelligent fire alarm system. but also have an override switch to allow opening for servicing. Also would this cost not be included in your service charge.
