  • Water pipe leakage

Looking for some advice. In the process of landscaping my garden and contractor has found an old water pipe leaking in adjacent property, which has been causing drainage problems in my garden. The said property is rented out to tenants. Who is responsible for the repair costs. I believe the property owner has been aware of this and has chosen to ignore same. Any advice would be so welcome. Thanks.
