    Hi, my friend shares their water supply with a somewhat awful neighbour, their conveyance states they must supply and subsequently bill the neighbour for volume (by his meter) and standing charge, for three years now this guy has refused to pay anything and refuses access to his meter, can you advise please, regards, Ian.

    Call the water company. I believe they have a statutory right of entry. He could estimate the bill by asking the water company what a typical single person in that area pays. Bill the neighbour and take them to small claims.
