Hope someone can help. A friend has just moved house the electric meter is a key pre paid ne problem is there is no display and the key does not need topping up .SSE have told her that they cannot put a new meter in for over 6 weeks and one adviser says they will be charged for electric until then another says they wont are there any laws/ rules governing this problem .Hope fully some one can help TIA

my understanding is that they will be charged for the electricity used, possibly by setting a repayment rate on the new meter.
Presumably the existing meter is recording the usage, so I would suggest they make a note of the current reading and final reading. -

No display means there are time limits for them to correct the matter and failure to do so means they have to pay compensation.
They will then probably estimate usage and bill on that estimate.
If that happens the customer needs to keep a record of their usage for a corresponding period following replacement to ensure the estimate was not wildly out.Comment

In response to the earlier comments I attach a copy of the SSE "Performance Standards" (please excuse the obvious irony).
Firstly look at Section 1, para titled "Faulty Credit Meter". *This details there obligations to you. *The obligations are derived from changes in the relevant enactments in 2015 *and were PRESCRIBED by someone in OFGEM who was obviously getting P*ss*D off with the utility companies prevarications on the subject of compensation.
Secondly look at S1 Para "Faulty Pre-payment Meter", its somewhat different to the previous section and is predicated on. a loss of supply! would this apply in your case ?
Finally look at S1 para "Suppliers Payment Obligations", *this details the payment obligations for the failures outlined in the preceding sections. Interestingly there is no limit and the penalty is iterative, so in theory if you have a valid claim (loss of supply and its needs their attendance) *you only have to inform them ONCE and presumably they will come and fix it. *However and its a big however, *if they fail to make a payment they have breached another performance obligation and now owe you £30 and all the while you (hopefully) have your supply restored. *You are under no obligation to then chase them for the money. *If they then fail to pay after 10 days they owe another £30 ad so it continues add infinitum with no obligation on your part to chase them. *It looks to good to be true but the way its written (and hey they wrote the terms not me) *it as good as someone adding a £30 credit to your piggy bank every 10 days, potentially for ever because, as I mentioned earlier, they have not written in any limitation to the iterative loop (as we computer nerds describe it) * :-)
